Just how empty is your wallet? Making something like this might be cheaper than buying it, but there’s a lot of fabric involved, so it’s still going to be quite expensive.

If “money isn’t a problem” for you as a “teenage girl with empty wallet”, why don’t you ask the designer for a license to use their pattern?
Money as if paying 30 bucks for a pattern, the shop is not making this dress anymore and even if it would it would be ridiculous for them to sell me their pattern besides it has been out for almost 20 years
