I dont know how to code but I can tell you what i did:
I generated a two panel Sandy and took the first 5.5" inches for my first two piece. I measured the width of the 5.5" pieces and then doubled it (26"). I then created four 5.5" x 13.5" rectangles for a length was 54" in total. I then cut four 5.5" × 26.5" rectangles for a total length of 106". I cut a waistband as recommended from the Sandy pattern (38.29" for me) and added interfacing to it.
I serged the 4 26.5" long pieces together and added a lace trim to the bottom. Then I serged the 13.5" long pieces together. I put my sewing machine to the widest stitch with the lowest tension, and sewed two lines of straight stitches at the top of the 26.5" pieces. I gathered them to the same length as the 13.5"x4 piece and then sewed the gathered piece to the bottom of the 13.5"x4 piece. Then I serged the two pieces of the top of the Sandy pattern together and gathered my 13.5"x4 to be as long as the top piece and sewed them together.
I then added a zipper to the left side. I added the waistband and top stitched it down. I added a skirt hook and it was done.
Basically the layers get 2x as long as they go down.
